Does Utvara Hellkite put out a dragon for each attacking dragon?

I wasnt for sure if Utvara Hellkite puts out a dragon for each dragon attacking or if it puts out just one dragon whenever a dragon attacks. TIA

For each dragon you control that is declared as an attacker, you will create that many dragon tokens.

If the ability read "whenever one or more dragon creatures you control attacks...", then you would only receive one token in total.
