Does this count as targeting?

If i casted Whipflare and my opponent had a Phyrexian Crusader would it be counted as targeting because of the word "each" meaning it won't effect the crusader or since it effects everything will it take damage as well.

No. Any spell targeting a permanent will specifically have the ward target in its wording, unless it's an Aura, in which case it is a characteristic of the spell. However, protection also protects from damage, so while Whipflare will not target Phyrexian Crusader, it still wil not deal any damage, since protection blocks damage.

D.E.B.T. tells you about protection:

Damage (Which is what Whipflare is doing)Enchanting/Equipping (Which have targeting as a characteristic)Blocking, you cannot block with a creature another has protection from.Targeting, which Whipflare isn't doing.

Sorry for the fail formatting on the second part. Thanks for selecting my answer. Protection from red really kills red decks since they only deal damage ((usually).
