Does Storyweave Skip Stages?

If I play a three step saga and Storyweave in the same turn and advance to step three, do I get step two also or is it skipped? For example, if I play Teachings of the Kirin  ^Flip and Storyweave do I get the +1/+1 counter AND the transform or only the transform?

It does not skip stages, you will get the +1/+1 counter and transform. Both triggers will go on the stack at the same time and chapter 2 requires a target, so you can not put the counter on Kirin-Touched Orochi  ^Flip, but you will get both effects.

715.2b “{rN}—[Effect]” means “When one or more lore counters are put onto this Saga, if the number of lore counters on it was less than N and became at least N, [effect].”
