Does Return to Hand count as a Draw?

For example, Pull from the Deep returns an instant and sorcery from the graveyard to your hand. Would that cause a counter to be placed on Chasm Skulker, or does it require an ability that specifically says "draw"?

Only the draw you make as a turn-based action in your draw step and effects that explicitly say "draw" count as draws. Putting a card into your hand is not drawing that card.
