does Ratchet bomb actually work like this?

So my friend plays a werewolves deck that is really anoyying to play with. However, once flipped they have a cmc of 0 so therefore ratchet bomb would kill all flipped cards without having to charge it up correct?

Ratchet Bomb can kill all permanents with converted mana cost 0, and I believe even if the werewolves fllip the cmc is the same on the other side. But I am not sure.

"711.2b While a double-faced permanents back face is up, it has only the characteristics of its back face. The back face doesnt have a mana cost; it has the colors in its color indicator (see rule 202.2e), if any."

A transformed card's CMC is 0, so a Ratchet Bomb with 0 counters will kill them.
