Does Proliferate target?

If a creature has a counter on it, and it has shroud, and I cast a card with proliferate, can I add another counter to that creature?

Yes, proliferate doesn't say target, so it doesn't target.

Here's the text, in case you don't understand: Proliferate. (You choose any number of permanents and/or players with counters on them, then give each another counter of a kind already there.)

From the Magic Comprehensive Rules:701.24a To proliferate means to choose any number of permanents and/or players that have a counter, then give each exactly one additional counter of a kind that permanent or player already has.

Because the definition of Proliferate does not use the word "target" you may choose permanents with shroud or hexproof to add more counters too.

If an ability doesn't literally say the word "target", then it doesn't target anything.

See: Shroud (This card can't be the target of spells or abilities).

A creature with Shroud still dies to Day of Judgment .
