Does panharmonicon cause modular to trigger twice resulting in double counters?

I have a panharmonicon already in play, when I play a creature with the Modular keyword, do I get twice as many counters?

Example: When I play my Arcbound Worker, with modular 1, does it come into play with 2 counters?

No, the part of Modular that puts the counters on the creature is a static ability, not a triggered one, so Panharmonicon doesn't interact with it at all (if it was a triggered ability, Arcbound Worker would always be put into the graveyard for having 0 toughness before the ability could resolve).
