does mycosynth lattice turn permanents that arent in play into artifacts?

i wanted to use golden wish to bring in an emrakul into play in my edh deck
you can check gatherer for many answers:
12/1/2004 Mycosynth Lattice turns all permanents on the battlefield into artifacts. Spells on the stack and cards in other zones aren't permanents, so those spells and cards don't become artifacts.

Yes, it still makes them colourless. Mycosynth Lattice's second ability affects all cards in all zones.

The answer is no. Mycosynth Lattice does affect cards in zones other than the battlefield (its second ability), but the first ability only affects permanents that are on the battlefield. While in the library, hand, exile, or any other zone (hidden or otherwise), non-artifact cards remain non-artifacts. They cannot be tutored from your sideboard with Golden Wish.
