Does multiple Angel of Suffering stack?

They will not.
Angel of Suffering has what is known as a replacement effect. It replaces one game event with another. When multiple replacement effects would affect the same event, the affected player or the controller of the affected object will choose one and apply it. Then the new event is checked against remaining replacement effects to see if any of them will be applied.
In this case you replace damage dealt to you with milling. And then the new event is milling and the second Angel of Suffering will not have any damage to prevent.
