Does Food Chain target?

This is unclear since the card doesn't specificly say target.I guess it still does but i had to ask.

You're right that the absence of the word "target" means there's no target.
I also can't think of any spell or ability that targets something used to pay its own costs.

Great! Then the Food Chain combo in legacy just got a lot stronger using the 3 mana-cost eldrazi creature called Eternal Scourge from the upcoming eldritch moon set!

Note that Eternal Scourge's ability only triggers if it becomes the target of a spell or ability an opponent controls. Your Food Chain wouldn't be able to trigger this ability even if it did target.
Additionally, because you sacrifice the creature as part of the cost, the sacrifice would happen when you're activating the ability, which is before Eternal Scourge's ability would do anything if it triggered at that time.

Yea realised that next time a saw the card.It was a rough translation and i didn't notice this detail, neither did i knew the cost activates before the ability, thanks.Still great addition!

No. The answer is actually as simple as you initially observed: a spell or ability only targets something if it uses the word "target."
Also, costs don't target. You just exile a creature when you pay for Food Chain's ability. You don't target it at all.
