Does Commander damage trigger?

If I have dealt 22 Commander damage to a player but that player has a Platinum Angel in play he can not lose the game. If I exiled Platinum Angel does the player instantly lose the game?

Yes. Once Angel goes away and State Based Actions are checked, they will still see that they have been dealt more than 21 damage by a Commander and they will die.

Do note, though, that nothing "triggers" in this case.

Yes. The player will lose the game as a state-based action.
