Does Bile Blight do 3 damage to boros reckoner?

Bile Blight gives a creature -3 -3 so is that the same as doing 3 damage to Boros Reckoner and the 3 damage can be redirected because of the reckoners ability?

No. Reducing a creature's toughness does not cause that creature to take damage.

Also, note that Boros Reckoner doesn't redirect anything. It has a triggered ability that triggers when Boros Reckoner is dealt damage. That means the damage has to hit Boros Reckoner ; a redirection effect would replace this event with another event.
