Building a coin flip deck with Goblin Assassin and Chance Encounter . If I do not flip tails when Goblin Assassin's ability triggers, is that considered winning a flip?

Sadly, no. A coin flip from Goblin Assassin cannot trigger Chance Encounter . This is because this particular coin flip isn't won or lost by either you or your opponent--all it does is decide if the mandatory sacrifice ability happens.
For reference, here's the relevant section of the official rules:
705.2. To flip a coin for an object that cares whether the coin comes up heads or tails, each affected player flips a coin without making a call. No player wins or loses this kind of flip.
