Do effects that say "tap target creature/permanent" work on creatures with vigilance?

Think stuff like Derevi, Empyrial Tactician or Hands of Binding versus, well, anything with vigilance. Because the thing with vigilance doesn't tap the first time it's used for something, does that count with my attempts to tap it as well?

Yes they do work on creatures with vigilance, Vigilance only stops creatures from tapping when they are attacking, not of they are being targeted or if they are activating abilities.

702.20. Vigilance702.20a Vigilance is a static ability that modifies the rules for the declare attackers step.702.20b Attacking doesnt cause creatures with vigilance to tap. (See rule 508, Declare Attackers Step.)702.20c Multiple instances of vigilance on the same creature are redundant.

Here are the rules for it. Just matters during attack.

Yes, you can tap a creature with Vigilance. Vigilance simply means that attacking doesn't cause the creature to tap, it does not mean that the creature cannot be tapped.
