Discard during draw step

Can I cast a discard effect card during my opponents end of Draw step? namely Funeral Charm and Kolaghan's Command
I was playing earlier and they told me I can't do that.

Thanks for the reply. I knew discard locking someone with isochron and funeral charm has always been a legal move.

They were wrong. You get to cast spells at the end of the draw step.
504. Draw Step
504.1. First, the active player draws a card. This turn-based action doesnt use the stack.
504.2. Second, any abilities that trigger at the beginning of the draw step and any other abilities that have triggered go on the stack.
504.3. Third, the active player gets priority. Players may cast spells and activate abilities.
