Diefiant Strike after declare attackers.

So i attack then at end of declare attackers step I cast Defiant Strike it resolves I draw a card. Can I cast the card I draw before blockers are declared or has the next step already began since the stack was cleared?

The game doesn't advance to the next step or phase until all players pass priority over an empty stack. It doesn't automatically advance after the last object on the stack resolves.
