As long as a spell or ability that requires targets has at least one remaining legal target when it resolves, it won't fizzle. A spell or ability only fizzles if all of its targets have become illegal.
Note, however, that you do have to declare sufficient legal targets for the spell or ability. You can't, for example, cast Decimate targeting only a creature.
