This card is apparently amazing in flicker decks but i need to understand the southbound mechanic.
Would you have to activate the ability given via soulbound on both creatures to continually use it or if you flicker it on one of them is does the ability stick on them?
How does this work and how is it better than Nephalia Smuggler ?

When a creature with soulbond enters the battlefield or any creature enters the battlefield while you control a creature with soulbond, you can choose to pair a creature with the creature with soulbond. As long as you control both creatures, the two creature gain some ability or bonus.
In Deadeye Navigator's case, both creatures get the ability "1U: Exile this creature, then return it to the battlefield under your control." You can activate the ability for either one of them, causing the creature to be exiled, which breaks the soulbond. However, when you return the creature you can pair the two creatures again. If you choose not to pair them again, neither creature will have the ability.
It's better than Deadeye Navigator in that it is repeatable (you don't have to untap either of them) and it is cheaper.
