Curse of the swine

I had Zaxara, the Exemplary on the field and my opponent had 3 creatures, I cast Curse of the Swine where X is 3 but I wanted to get X as big I could but didn't know whether I could because there weren't enough target creatures and I didn't want to target my commander.

am I correct or could I have gotten x as big as I could so I could have gotten a big hydra out of it.

Without targeting your commander, 3 is the highest value you could have.

You need to have X separate, legal targets for Curse of the Swine. If there are only 3 creatures that you want to target, X can be at most 3.
