can a black commander deck have any number of Relentless Rats or only 1?

Yes, you may. One of Magic's Golden Rules is "cards do what they say":

*101.1. Whenever a cards text directly contradicts these rules, the card takes precedence. The card overrides only the rule that applies to that specific situation.

Relentless Rats provides an exception to the general rules for deck construction in a given format. I can see how, since Commander says "You can only have 1 copy of a given card" it looks like it might counteract the text on the rats, but then, every other constructed format says "You can have only 4 copies of a given card" and the rats overrule that.
