Commander decks are 100 card singleton decks. They have 99 individual cards and one general who must be a Legendary creature. This website has a good rules explanation and stuff.

An The mtgcommander.net is going to have the best stuff for you, as Penumbra said. That's where it all started, before it was official-ized by WotC, so that's the source, as it were.

The super-short version runs along the lines of:

  • The Commander must be a legendary creature, and its "Color identity" - any colors in its mana costs plus any mana symbols that appear in its rules box - define the only colors that can be in the deck
  • Exactly 100 cards, including your general
  • Most EDH games are multiplayer, so keep that in mind while deckbuilding (there's a lot of cards that are great in duels but mediocre or even bad in multiplayer)
  • In general, cards follow the Vintage banned list; exceptions exist both ways though. Go to mtgcommander.net for the full list, but keep that in mind for the general deckbuilding and you'll be fine
  • Prioritize fun. There's definitely people who do EDH in competitive mode but those people are less common than the people who want to enjoy the gameplay. And because games generally take a long while, you won't get to churn out a whole ton of games at one time with the decks like you can with 60-card decks, so it's important to enjoy the games you do get with the deck you build. Worrying about whether or not you're winning is a fast way to burn yourself out

The rules for how to play your commander:

You keep the Commander separate from your deck (in the command zone) and you can cast them whenever you have the mana (at sorcery speed). If they go to the graveyard or exile you can send them back to the command zone (this won't count as dying if you do). You can then cast them again but it costs 2 more for each time you do so (first time is just mana cost, second is cost+2, etc). If they get sent back to the hand or deck you can't send them to the command zone, but if they're in your hand you don't have to pay the extra to cast them. Finally, anyone who takes 21 damage from a single commander (over the course of the game, even if the commander got killed 5 times) automatically loses. All the other wincons are the same as normal.
