Comet Storm and multiple targets

If I want to cast a Comet Storm, to make the most damage to two players, can I target them multiple times?

If I have the and , I wanted to kick and deal 5 damage per kick... for 15 and 20 damage to players... but a friend mentions the most I can do with that is 10 damage to both players with kick as they need to be different.

Is he correct?
