Can i attack with Angel of Serenity , then after opponent assigns no blockers and damage is dealt, can i use Azorius Charm to bounce it to my top deck?

Yes. An attacking creature is an attacking creature until the end of combat. As long as you cast Azorius Charm before the end of combat, you're fine.

to clarify, a creature, once assigned as an attacker or blocker, remains so until eitherA: An effect or rule removes the creature from combat, such as control of the creature changing or a gustcloak's ability.B: the end of combat step ends, where the rules essentially remove all creatures from combat.

Yup. Cast it during the end of combat step, or during the combat damage step after damage has been assigned and dealt (course, not like you can cast it during the combat damage step before damage is assigned and dealt).
