Cerebral Vortex Targeting

So if I target myself with Cerebral Vortex and I have drawn 6 cards this turn already, 8 with Cerebral Vortex, and I Wild Ricochet It to another play who has not drawn cards yet, does it hold the 8 damage from targeting me or does it change to how many cards they have drawn this turn. (Thank you for responses and your time)

The number will be based on how many cards the other player has drawn. When Cerebral Vortex "deals damage to that player equal to the number of cards they've drawn this turn", it's referring to the "target player" mentioned at the beginning. If the target changes then everything will be based on the new target instead of the old one.
