Scute Mob + Savage Summoning

Lets say i have 7 lands in play. Can i cast Savage Summoning and then cast Scute Mob getting 4 counters during that same turn?

This is how your turn works (short form):
You untap.
You place all beginning of upkeep (and a few other) triggers onto the stack.
Now, and not a moment before, you may cast spells. At this point, if Scute Mob is on the battlefield, it is too late to use its beginning of upkeep trigger.

You have to play it end of turn from your opponent. You cant cast it before your upkeep and if you do it wont trigger because all triggers are going on the stack at the beginning of the upkeep before you are getting prio.
