Can I still populate with Sundering Growth is I don't have a artifact or enchantment to destroy

Short answer: no.

Long answer: A spell can't be cast unless it has a legal target for every instance of the word "target" in its rules text. You would not be able to cast Sundering Growth without an artifact or enchantment to target.

Note, however, that populate is a separate effect of the spell, so it is not dependent on you destroying anything with Sundering Growth . You still have to have a legal target in order to cast the spell, but if the target is not destroyed by the spell and is still legal when Sundering Growth resolves, you still get to populate.
