Card effect activation, token generation/bouncing

For example, if i have played a card that makes tokens like Experimental Aviator then play a card to "bounce" it out of play or in to exile like Acrobatic Maneuver when it re-enters play does it make tokens a second time? Also as a second question, can creatures be targeted as "permanents" in effects like that of Aviary Mechanic or do i have the wrong idea of what "permanent" means. Sorry for the beginner questions, but thank you in advanced.

The answer is yes for both of your questions.

If you cast and resolve an Experimental Aviator, its ETB (Enter the Battlefield) ability will trigger, giving you 2 1/1 Thopter Tokens. Then, while Experimental Aviator is on the battlefield, if you target it with Acrobatic Maneuver, you will make Experimental Aviator leave the battlefield and come back, thus entering the battlefield again which DOES once again cause the ETB ability to trigger.

If you have an Aviary Mechanic, you can absolutely target a creature! Any card that sits on the battlefield: Artifacts, Creatures (Tokens included), Lands, Enchantments and Planeswalkers are all types of permanents. Aviary Mechanic specifies a permanent you control, so you may only target one of your own. Some cards have other requirements. For example, Compelling Deterrence specifies "Return target nonland permanent to its owner's hand..." so you can target ANY permanent that is not a Land (whether it belongs to you or an opponent/teammate)
