Can you choose to redraw a hand in-game?

Basic backstory: Playing a game. Opponent starts the game with a hand, but after not drawing the cards that they want in-game, shuffles their hand into their library and draws that many cards (no ability from a card). I asked about this, so he looked it up. What he found, or at least told me he found, was that you can draw a new hand but you skip your turn.
Actual question(s): I haven't been able to find an MTG rules website myself that states that players can draw new hand in-game, so I will ask it here. Is drawing a new hand like this allowed? If so, could you please provide a resource about this rule?

Keqing420: I have a few reasons (with ranting in parenthesis). First, I want to trust people of their word (and he was the only person I could really play with while I was traveling). Second, he was playing with a double-headed giant deck (even though this was 1 v 1 at the time). I don't play double-headed giant so if this was format-specific rule that he wanted to use, I didn't want to stop him (and skipping your turn seemed enough of a drawback).

No, the rules do not allow you to do that. The best I can think of is if your opponent was using rules from a completely different game, or a house rule their friends introduced him to for their games.
