Can snow mana be regular mana as well?

So swamp snow mana, for example, can it be used as a swamp and snow? Or just snow?

Yes. It can produce a black mana or a snow mana.

There is no such thing as snow mana. All the snow symbol means is it must be paid for with mana that came from a snow permanent, it isn't a different type of mana but rather an attribute of the Mana's source.

Note also that Swamp is a land type; black mana is a kind of mana.

Snow-Covered Swamp is a land, and it produces black mana.
