Can you use Rune-Tail, Kitsune Ascendant as a commander?

I don't see why not. It's a legendary creature, it has no conflicting color identity, it's not on the banned list and above all else it's a casual format. A friend in our playgroup uses it and we just set the flip to 60 to go along with the 40 starting life total.

In our playgroup we let it flip at 40 (otherwise we would have to make house rules for poison counters and a dozen other creatures).
