Can Royal Assassin Kill itself?

Say I tap Royal Assassin to activate it's ability, I know you pick the target when activating it, but when during the activation does he tap? Is it before or after the target decision?

I was just curious if one could destroy his / her own Royal Assassin from its only ability.

I am pretty sure it is yes because the ability will target after the cost is paid.

"Can't target itself because you choose the target before you tap him. At that time he is not yet a legal target."

Ok, I looked the rule up on gatherer and it says:

04/10/2004 Can't target itself because you choose the target before you tap him. At that time he is not yet a legal target.

So no.
