Can Rooftop Storm freecast Thraximundar?

In Commander, can I use Rooftop Storm to freecast Thraximundar from the Command Zone, and if so, do I still have to pay the additional mana-per-death?

You can cast it for free, but the additional mana-per-death still has to be paid.

Rooftop Storm will allow you to pay 0 instead of Thraximundar 's mana cost. A card's mana cost is always and only the mana symbols printed in that card's upper right corner. You will still have to pay the commander tax, which is an additional cost.
