Can Rofellos, Llanowar Emissary be used in Tiny Leaders?

I'm just reading the ban list, but I just want to be extra clear on the rules. So you can have Rofellos, Llanowar Emissary in the deck, but just not as a commander? Why would they do it like that? Why not just ban it all together?

I think it is purely due to the massive ramp this guy can provide. Having him as a singleton in your deck means he wont come up too often, but as a TL you can recast him over and over. Maybe the creators felt that was unfair?

As for the "why not banned altogether"? - Rofellos, Llanowar Emissary is actually not as absurdly broken of a card in Tiny Leaders as it is in Commander. Because it's a 1-on-1 format, and because there are very few wraths that are legal people are much more incentivized to play spot removal - and because of the card pool, people have access to the best removal spells of all time. The chances that you get to untap with your Rofellos are very low! As a commander, it's oppressive because there is no stopping it, but as a card in the deck, it's just another threat that trades with another removal spell and then we can move on with our life.

I am not saying it's not a good card, obviously, just keep in mind that the average number of turns a card spends on the board in tiny leaders is smaller than it is in Commander. Having a draw with Rofellos, Llanowar Emissary in it is not that different than having a draw with Gaea's Cradle in it, after all.

That said, wrapping up and going back to your actual question: yes, Rofellos, Llanowar Emissary can be in your Tiny Leaders deck. Just not as your Leader.
