Can I put Norn's Annex into a mono-blue Commander deck?

No. is a White mana symbol, so the color identity of Norn's Annex is White.

Thanks for letting me know. I was looking for a defensive card like Propaganda or Collective Restraint, but I wasn't sure how Phyrexian mana actually worked.
