Can I put 2 Clout of the Dominus on a blue creature?

I'm not sure if I can because of the shroud effect, but I,m not sure if i can make my Goblin Electromancer with multiple CotD due to the first one I enchant him with.

Technically, the answer is yes.
Aura cards have some unique rules. They are the only permanent spells that have targets, so auras do actually target the objects they enchant, but only while the auras are spells. Therefore, you can't cast an aura on something with shroud (or something an opponent controls that has hexproof).
An aura put onto the battlefield without being cast can simply be attached to any permanent it could legally enchant (as defined by its "enchant ___" ability). Auras attached this way do not target those objects, so they get around shroud and hexproof.

No. The goblin gains shroud from the first one. Therefore, he can't be the target of spells or abilities, and the clout is a spell targeting Goblin Electromancer Sorry!
