Can I play a card exiled with Fight Rigging anytime?

I'm confused about how Fight Rigging works because it could state the condition for playing the hidden card by saying "If you control a creature with power 7". Instead, it says "At the beginning of combat on your turn...Then if you control a creature with power 7..."

Does this mean I can play the hidden card only directly after putting the +1/+1 counter on a creature? Which would mean only during my combat step and therefore only if it is an instant or it has flash?

You play the card right after placing the counter. It's all part of the resolution of the triggered ability that starts with "At the beginning of combat on your turn..." However, it's fine if it's something other than an instant/flash card.

Normally the reason you're not able to play creatures, sorceries, etc. during combat is because the basic rules of the game don't give it as an option for the normal way to cast spells. That is, the rules don't say you can't do it, but the reason you can't do it is because they don't specifically say you can. Fight Rigging's ability gives you a special instruction/permission to cast the spell as the trigger resolves (which you also normally wouldn't be able to do, even with an instant - you'd normally have to wait until you have priority), so it's fine.

I got your point, but just to be sure: Since I can stack my own triggers as I want, the following works, correct?

  1. At the Beginning of combat on my turn, I use Fight Rigging to put a +1/+1 counter on Halana and Alena, Partners. Then, if I meet the conditions, I play the hidden card - e.g. I cast Balefire Dragon and put it onto the battlefield.
  2. I use Halana and Alena, Partners to put counters on Balefire Dragon and give it haste.
  3. I attack with Balefire Dragon.

You do choose the order that the triggers are put onto the stack, but you can't get what you want out of that specific example. If a triggered ability has targets, they have to be chosen at the time the trigger is put onto the stack. In your example, Balefire Dragon isn't on the battlefield yet at the time you need to choose a target for Halana and Alena, Partners' ability.
