Under the current rules, only the 5 special planeswalkers included with the preconstructed 2015 Commander decks can be a Commander, and that's only because they each have a special ability saying exactly that. Otherwise only legendary creatures are allowed. Ask the people you play with to see how they feel about a "house-rule" to allow other planeswalkers to be Commanders.
