Can I detain an already declared attacking opponent's creature?

The opponent has declared an attacking card:Geralf's Messenger, I have a Azorius Arrester on board. Can I Cloudshift my Azorius Arrester in response to him delcaring his attacker? Thus detaining his attacker, stopping it from attacking(?) or is it already declared as attacking and my detaining does nothing?
My question is twofold:
Can I detain a delcared attacker?At what stage in the combat phases can I detain his creature?

Additionally, the last chance you have to detain a creature so it can't attack is during the beginning of combat step.
The standard way of declaring something like this is when you're opponent states that he is ready to attack, say "during the beginning of combat," and then you can detain the creature(s).

Once a creature is declared as an attacker, he is already attacking and as such effects like detain won't undo his attacking, so you would have to detain his permanent before he enters the declare attacker step.
I mean, you can detain the creature, but it won't stop it from attacking; however, it will stop it from blocking or activating its abilities should that otherwise happen.
