Can i convoke multiple time?

for example if i have lets say eight untapped creatures can i play Memory Sluice and tap all eight creatures coping the spell 4 times or can i only do it once by tapping two creatures?

Only once. Conspire is a triggered ability that goes onto the stack when you cast the conspireable spell. When that ability resolves, you do exactly what it instructs you to. It does not say that you may conspire multiple times or that you may tap more than two creatures this way. If you could, the ability would likely have been written as a multikicker instead.

It looks like you can do it as many times as you can afford to me. Each time you Conspire, you put a new copy of the spell on the stack, which presumably still has Conspire. Thus, you could Conspire again when the copy resolved, and again when that copy resolved, and so on until you ran out of creatures. While it does not say you can conspire multiple times, putting a whole bunch of copies on the stack from the first copy, you should be able to just keep copying the spell one copy at a time.

Ah, found the reason why that doesn't work. Copies aren't cast, and thus don't re-trigger the Conspire ability.
You can only conspire once.

Unless you use Isochron Scepter then multi-conspire is possible *Almost. But yeah you have to cast the spell to trigger Conspire. Works similar to Cascade.

You only can do something multiple times only if it says you can.
i.e. You cannot pay 2 multiple times with Furnace Celebration or pay 1 multiple times with Apothecary Initiate ...
However, with Quag Vampires etc, it is allowed to pay a cost multiple times as it specifically allows to pay a cost multiple times.

couldn't I technically tap two creatures for the copy? it says when you play this spell not when you cast so that's why I'm confused.

The cards with Conspire were printed at a time when the game's standard vocabulary was a little different. Almost everything printed back then with "play" has been changed to "cast" (except for where the effect could also allow you to play a land, in which case it still says "play"). For example, here's the Gatherer entry for Burn Trail, where you can see the current version of the reminder text says "cast".
