can i cast Funeral Charm right after my opponent's draw step

example, my opponent doesn't have any card on his hand and right after his draw step i casted Funeral and chose to discard his only card even though that card he's drawn is something he could've casted but not an instant card.

Yes, you may cast Funeral Charm during your opponent's draw step.

Your opponent draws at the beginning of the draw step. There is still a part of this phase where players have priority while it isn't main phase 1. This is why draw step Vendilion Clique works, for example.

Note that you need to cast the charm within the draw step. If you don't, your opponent gains priority for their main phase and has a chance to play their card.
