Can Gods Be Commanders?

I just saw an edh deck posted using Xenagos, God of Revels as the commander. My question is whether or not this is legal. Techinically, he's only a creature when you have seven or more devotion. Thoughts?

The ability that defines whether a God is a creature or not functions only while that God is a permanent (that is, while it is on the battlefield). In all other zones, that card is a legendary enchantment creature.

Commander rules only care whether the commander card is a creature in its default state in all zones. Xenagos, God of Revels meets this criteria, so it's a legal commander card.
