can flashback be used as an instant? can it be used on the opponents turn?

Yeah, that's about it
Flashback is an alternate cost and has nothing to do with timing restrictions. If the card is an instant, it can be flashed back at instant speed. If the card is a sorcerym it can only be cast when a sorcery could.

No. Despite the "flash" in the word, flashback doesn't confer any special privileges to the spell other than letting ou cast it from a different zone than normal. If it's an instant spell you can do it on your opponent's turn, but if it's a sorcery it's still only on your turn. (yes, even I'd you use Snapcaster Mage on it during your opponent's turn.)

Only if the spell is an instant, or if you somehow gain flash.
