Can Arcanis make you draw 6 cards?

So I want to know if you tap Arcanis the Omnipotent to draw 3 cards but you also have Thought Reflection out, would you draw 6 cards instead?

Correct, here is a ruling from Thought Reflection's rulings page:

If a spell or ability causes you to draw multiple cards, Thought Reflections effect doubles the total number you would draw. For example, if you cast Concentrate (Draw three cards), youll draw six cards.
