Can an opponet tap an artifact on my turn?

icy-manipulation was the card and we were playing 4 free for all. My friend (conrad) played a vampire with haste, flying and gains 2 +1/+1 counters when it attacks. My other friend (isaiah) played the card on his turn and said "Haha Conrad, no more vampire!" We said why and he said that he can tap it on conrads turn. Is this true? (sorry for the paragraph lol)

Also, you probably just mistyped, but Falkenrath Marauders only gets the counters when it actually deals damage, not when it attacks. Otherwise...wow, that card would be way too good.

Activated abilities are true for all types of cards. Creatures, artifacts, and enchantments can all be activated any time you have priority (any time you can cast an instant).
Mind you, artifacts are not affected by "summoning sickness", thus they can tapped immediately after they've been played.
