Raid is not a triggered ability. It's an ability word.
War-Name Aspirant has no triggered abilities. Its raid ability is a static ability that defines a replacement effect. If raid is true when War-Name Aspirant would enter the battlefield, it enters the battlefield with a +1/+1 counter.
Raid becomes true as soon as you declare attackers, so any raid-based effects that happen after that point will acknowledge that.

Yes.
First, Raid never triggers. Raid is either true ("you attacked with a creature this turn") or not ("you didn't attack with a creature this turn").
This turn, Alesha, Who Smiles at Death was declared as an attacker, thus turning Raid true. Her ability triggers and you pay the mana to return War-Name Aspirant from your graveyard to the battlefield. Since Raid is true, it will enter the battlefield with a +1/+1 counter on it.
