can a bouce land target itself?

If play a bouce land like Golgari Rot Farm can it target itself and bring it back to my hand?

Yes. The bounce land's ETB effect will be placed onto the stack after playing the land, causing you to bounce a land. If the bounce land is the only land you have, you will be forced to return it.
