The card text says on each turn a target creature must attack or block and a target creature can't attack or block. Does that mean I get to make that selection each time or does it just mean that it has to be conformed to?

I was confused because it says "target creature" which usually indicates a choice by that cards controller.

An example would be "destroy target artifact" I would choose the artifact.

When a card's text uses "target [object]" or "choose a/an [object]," it just means you're selecting the object to be affected. You don't get to make any choices not explicitly granted to you by the card or otherwise afforded to you by the rules.

Boros Battleshaper allows you to pick a creature that has to attack or block and a creature that can not attack or block. You get to choose that a creature has to attack or block. What you don't get to choose is what they attack or block. The what is still up to the player that controls the creature.

Nothing about the card's text suggests that you get to make the declarations yourself. If you control one or more of the target creatures, then you'll make the declaration for the creature(s) as you normally would.
Always check the Gatherer rulings before posting a question.
4/15/2013: The controller of each creature chooses which player or planeswalker it attacks or which attacking creature it blocks, as appropriate.
