Does Blood Reckoning deal 1 damege when a creature deals damege to my life or loyalty counters of a planewalker I control? Or dos it also deal damege when a creature attacks "me" but is blocked and no damege is dealt to my life points?

Correction in my first line there: Blood Reckoning does not deal damage; it causes loss of life.

As clarification, dealing damage is not the same as losing life. Although damage causes loss of life, the two processes are different. Also, since Blood Reckoning causes life loss, it does not and cannot affect planeswalkers (as planeswalkers don't have life totals).
Blood Reckoning 's ability is a triggered ability, meaning it must go onto the stack and resolve normally before the loss of life happens. It can be responded to. It triggers whenever a creature is declared as an attacker, which means it will resolve before the defending player even gets the chance to declare blockers.

Blood Reckoning will deal damage as soon as the creature is declared attacking. This occurs immediately after they're declared attacking, before even blockers are declared. It doesn't matter if they actually deal damage to you (or your planeswalkers).
An extreme example of this would be: if your opponent has 5 life, and declares 2 attackers. He will lose 2 life, then you could cast Searing Spear to immediately kill him, before you even have to declare blockers.
