Does Blasphemous Act 's cost modifier lower it's cost when you cast it from your graveyard with something like snapcaster-mage?

Yes. Blasphemous Act 's first effect creates a cost reduction which is mandatory and true for whatever mode of casting you use which requires you to pay its mana cost.

right! in your case Blasphemous Act gains flashback. That means you cast it for the flashback cost's.
the ability that lower the mana cost of Blasphemous Act triggers if you cast the spell whereever u cast it.
