Blanket effects and "targeting".

Do blanket effects actually target the cards they affect, or is it a target-less effect? In other words, would a creature with Hexproof be protected from my opponent's Wrath of God ?

Anything that does an effect to each or all is NOT targeting. Therefore Wrath of God would take out creatures with shroud or hexproof or protection.

Same with a Mizzium Mortars for overload. It would deal 4 damage to a hexproof creature but if that creature had protection from red it wouldn't kill them because protection keeps them from taking lethal damage from a source of that color. Destroy effects are not damage however. So a creature with protection from white would still die from Wrath of God .

@tristenbruce: That's not strictly true (see cards like card:All Suns' Dawn, which uses each in conjunction with targeting).

An effect only targets if it specifically uses the word target. If the word target is not explicitly used in the text of the effect, then it's a nontarget effect, and abilities like hexproof and shroud won't interfere with it. The only instances where confusion might arise are Equip and Enchant, which both target as per their rules text even if the reminder text doesn't appear on the card.
